The measures under discussion include stepping back from America's support for Israel in the UN if Israel does not agree to a settlement freeze, administration officials said. Even symbolic actions would be a sharp departure from the previous administration. However, a senior administration official said "Israel is a critical United States ally, and no one in this administration expects that not to continue."
