[New York Times] Warren Hoge and Neil MacFarquhar - Efforts to speed adoption of a draft resolution to halt the fighting between Israel and Hizballah faltered at the UN on Sunday as the Security Council failed to hold an expected meeting to discuss the measure and schedule a vote. France and the U.S., which announced agreement on the draft on Saturday, plunged into renewed negotiations to meet objections by Lebanon and Qatar. Both Iran and Syria, supporters and suppliers of Hizballah, rejected the resolution. Secretary of State Rice cautioned that the resolution was "a first step" and said she did not expect an immediate end to the violence.
