(USA Today) Barbara Slavin - For the first time in a quarter-century, the Bush administration is preparing to spend government funds in Iran to promote democracy. Congress has appropriated $3 million "to support the advancement of democracy and human rights" in Iran, according to an announcement Friday by the State Department's Bureau of Democracy, Human Rights and Labor.
