(Ha'aretz) Aluf Benn - Recent disclosures about Iran and Libya's nuclear programs highlighted the limits of monitoring by the IAEA (International Atomic Energy Agency). Although it kept tabs on Iran and Libya, the IAEA was unable to detect their nuclear programs because of its rigid mandate and an "organizational culture" that leads it to trust at face value the declarations countries make.
