In addition, a small bomb exploded outside an Iranian culture and travel center in the center of Damascus, wounding four. Government forces followed the pattern established since the cease-fire, resuming attacks where the UN had just visited. The Damascus suburb of Douma, which staged a massive anti-government protest when the observers visited Monday, was shelled heavily on Wednesday, activists said. Satellite images showed that Syria had not fulfilled its obligation under UN envoy Kofi Annan's six-point peace plan and still deployed heavy weapons in urban centers, said Annan's spokesman, Ahmad Fawzi.
