(Institute for the Study of War) Christopher Harmer - The Syrian port of Tartus is the only naval base outside of the former Soviet Union still held by the Russian military. Its pier facilities are robust enough to support all the ships of the Russian fleet except the Admiral Kuznetsov, Russia's only aircraft carrier. After the support it has provided to the Assad regime thus far, it would be difficult for Russia to establish a relationship with a new Sunni majority government in Damascus.
