"They've made a decision that this is not going to be a priority, and if it's not going to be a priority, it's not going to happen," said Shibley Telhami, a Middle East expert at the University of Maryland. "It's clear the administration is disengaged, and the administration will stay disengaged," said Judith Kipper, director of the Middle East Forum at the Council on Foreign Relations.
