Evidence damning Israel is normally deemed credible, whereas evidence exonerating Israel or damning Palestinians is dismissed. Information by NGOs is given weight when it suggests Israeli culpability, but is ignored or minimized when it suggests Palestinian guilt. The report concludes: "It is not reasonably possible to determine whether [Israeli] photographs show what is alleged." On the other hand, no doubt is cast on photographs provided by Palestinians.
