(New York Times) Steven Erlanger - The Palestinian bid for full membership in UNESCO - the United Nations Educational, Scientific and Cultural Organization - has put both Washington and the organization into an urgent bind. U.S. legislation mandates a complete cutoff of American financing to any UN agency that accepts the Palestinians as a full member. The laws, which date from 1990 and 1994, provide no possibility of a presidential waiver.
