(Reuters) - Secretary of State Colin Powell told European leaders in Brussels on Thursday that the U.S. was determined to carry out a long-awaited Middle East "road map" or peace plan but could not impose it on the Israelis and Palestinians. The U.S. intended to promote the plan "as it is" without amendments by either side, a U.S. official said. Powell added: "Please understand that it can't just be issued and magical things happen, and it's not going to be just imposed."
