[ Guardian-UK] Ian Black - Tony Blair, representing the Quartet of international powers, on Thursday ruled out talks with Hamas until it recognizes Israel and stops firing rockets. Soon to mark a year as Middle East envoy, Blair defended the policy of boycotting the Islamist movement until it ended violence, recognized Israel and abided by existing peace agreements.
