(Chico (Cal.) News and Review) Robert Speer - While working on a doctorate in government and international relations at Georgetown University in Washington, Rafi Frankel, 32, served as a teaching assistant to Israeli scholar and current ambassador to the U.S. Michael Oren. While he was still teaching, Oren had been approached by officials of the Georgetown University Medical Center to help with a feasibility study and laying the groundwork for a teaching hospital on the West Bank.
