(Israel Ministry of Foreign Affairs) The Palestinian Authority has preconditioned further peace talks on a halt to all Jewish building in the disputed territories. In Israel's view, preconditions of this kind are counterproductive to peacemaking. Peace talks should be used as an opportunity to solve differences, not to create new obstacles.
