(American Enterprise Institute) Ali Alfoneh - The Quds Force of the Revolutionary Guards was established in 1979 to export Iran's Islamic revolution beyond its borders. Brig.-Gen. Qassem Suleimani was appointed chief of the Quds Force of the Islamic Revolutionary Guards Corps (IRGC) in the late 1990s during the rise of the Taliban in Afghanistan.
