(Ha'aretz) Avi Issacharoff - Hamas leaders have decided to transfer critical areas of authority - previously controlled by political bureau head Khaled Meshal (who was based in Damascus and now Qatar) - to the leadership in Gaza, including control of the organization's budget and of its military wing. Gaza has become Hamas' main decision-making center over the past several months.
