(Philadelphia Inquirer) Editorial - The government of Sudan was recently rewarded at the UN's annual Human Rights Convention in Geneva with a human-rights "upgrade." Moreover, the U.S. State Department shortly after issued a report that seriously understated Khartoum's human-rights abuses and its intransigence in peace negotiations. In Sudan, more than 2 million have been killed in the war, overwhelmingly non-Arab civilians in the south.
