(AP) Former chief prosecutor of the International Criminal Court Luis Moreno-Ocampo said Wednesday in Jerusalem that Palestinians should proceed with caution as they consider pursuing war crimes against Israel at the ICC. He said the Palestinians are indeed eligible to join the court.
