The two major events apparently responsible for this change are first, ISIS' conquest of territory close to Baghdad and to Mosul, the capital of a region rich in deposits of energy sources, and second, the removal of Iraqi Prime Minister Nuri al-Maliki from office, which now enables the U.S. to help Iraq build the National Guard.
