(Financial Times-UK) Henry Mance - British Foreign Secretary Boris Johnson blocked the EU Foreign Affairs Council on Monday from adopting a resolution supporting the final communique from Sunday's Paris conference. Johnson declined to attend the conference and the UK dissented from the communique.
