He did not say the U.S. hopes to "moderate" Iran's behavior, as Carter, George W. Bush, Clinton and Obama did. He said the aim is to "neutralize" it. He also abandons the childish claim that Iran's aggressive behavior is the work of "certain groups within the Iranian regime," and not the totality of it.
