[Human Rights Watch] Hizballah's attacks in Israel were at best indiscriminate attacks in civilian areas, at worst the deliberate targeting of civilians. Either way, they were serious violations of international humanitarian law and probable war crimes, Human Rights Watch said Tuesday.
