(Syrian Observatory for Human Rights-UK) Russian military police steal diesel fuel from T4 airbase near Homs and sell it on the black market. Reliable sources confirmed that the Russian forces steal diesel twice a day - 1,000 to 1,500 liters each time - and sell it to merchants in northern Homs at double the price set by the government.
