(Israel Ministry of Foreign Affairs) Hamas documents discovered in Gaza show a direct link between the flotilla leaders and Hamas. The PCPA (Palestinian Conference for Palestinians Abroad), established in 2018, operates de facto as Hamas's embassies abroad. The organization is responsible for mobilizing actions against Israel on behalf of Hamas, including demonstrations and flotillas to Gaza. Israel designated the PCPA as a terrorist organization in 2021.
