The Principle of Proportionality Is Often Misinterpreted
(Jerusalem Post) Ophir Falk - America was not limited to killing 2,403 enemy soldiers in response to Pearl Harbor. Its response, with the goal of bringing down fascism, was legitimate and proportional. The principle of proportionality is often misinterpreted. It means doing what it takes to achieve a legitimate military objective. Not more than what it takes but not less either. Doing less often invites more terrorism and unnecessarily prolongs combat. The writer is a research fellow at the International Institute for Counter-Terrorism at the Interdisciplinary Center, Herzliya.
